Our story

Father and daughter, side by side.

Steven M. Cooper founded the firm in 1968 and built it on landmark trial work — from establishing tort liability against the District of Columbia to an $8.8 million settlement against Pepco. In 2006 his daughter, Stephanie, joined the practice, bringing family law, mediation and criminal defense to the firm's long record in personal injury.

Together they offer over 58 combined years of legal excellence — and the same promise to every client who walks through the door.

Steven M. Cooper has devoted more than 40 years to trial litigation. He is known for landmark tort liability cases against the District of Columbia — cases that helped shape how the government is held accountable for negligence.

Stephanie C. Freer joined the firm in 2006 and primarily focuses in family law matters and criminal and traffic defense. She is a member of the Maryland State Bar Association, Montgomery County Bar Association, Maryland Association for Justice, and the District of Columbia Bar Association and is admitted to practice in both Maryland and D.C.

Mrs. Freer graduated from the University of Southern California and received a degree in Journalism and Public Relations. She worked in advertising and public relations for several years where she honed her people skills and discovered she had a flair for finding creative solutions to people's problems.
